Discussion On Environmental Management Plan Involved In ADB Funded Projects

In this thesis, a detailed analysis and demonstration is carried out on the format, content and requirements of the environmental management plan (EMP) involved in ADB funded projects based on the author's own experiences in such kind of projects. On the other hand, an issue is also posed that the environmental impact assessment (EIA) in China lacks such a detailed and complete EMP. Accordingly, the author recommends in this thesis to develop a sufficient EMP mechanism in China's EIA procedure by learning ADB's advanced EMP experience and using it for reference.The main text of the thesis comprises six parts of discussion and analysis and demonstration as below:Part 1: The rationale of the research is explored by illustrating the international finance corporations'the contributions to China's development and the feasibility of learning foreign advanced experiences in environmental management, and analyzing the status of environmental management in China's environmental impact assessment system and the room for development.Part 2: The theoretical basis of environmental management is provided here, which leads to further discussion on the importance of establishing environmental management plan in EIA procedure.Part 3: The category, requirement and general procedure of environmental assessment involved in ADB funded projects are summarized here, which leads to the consequence that the EMP system is quite important in EIA procedure. ADB has abundant experience in the field of environmental assessment, which can be used by Chinese EIA professionals for good reference.Part 4: Focuses are paid on the major content of environmental management plan involved in ADB funded projects. Detailed analyses are conducted to some key points. Meanwhile, some other safeguard measures are illustrated here, such as integrating the key EMP items into loan agreement and construction contracts, updating EMP as necessary, and reporting in time.Part 5: The Wuhan Wastewater and Storm Water Management Project is taken here as an example to conduct detailed analysis on the essential components of EMP as well as major concerns on EMP's preparation.Part 6: Some aspects that need strengthened in China's EIA procedure are presented by analyzing the EIA cases of domestic construction projects, which leads to the idea to develop EMP system in China's EIA procedure.
