| On 1 September, 2003, China passed its Environmental Impact Assessment Law. It regarded as a historic mark because it expended EIA in China from project level to plan level. Assessment system changed traditional program of studying out plan, established much more open and democratic decision-making program, and formed gradually estimating technique be different from Project EIA when we envisaged the environmental pollution by the implemented plan that we had the ability to work out compelling assessment.The assessing object of Environment Impact Assessment for Plan/Program is the carrying ability of resource and environment from made policy to being start the project. In possession of the low of EIA for Plan/Program, we can put the environment factors into the integrated decision of civil economy and social development; we can make a scientific and reasonable advice for the great exploitation of region and valley.Environment Impact Assessment for Plan/Program need establish a comprehensive assessable indicators system, it's a statistical indicators group that can reflect every character of the plan area include zoology, nature, using of resource and energy, society and economy. The framework of indicators system decides the content of the EIA. EIA will reflect the influence of the plan using the indicators system.This paper takes the EIA of city fast railway traffic plan of Shanghai, the EIA of solid waste treatment and development plan of Shanghai and the EIA of layout plan of world expo 2010 Shanghai, China as example, respectively compile a indicators system of pEIA for each Plan using basal indicator mode (namely: zoology- environment- using of resource and energy- society and economy). Then we evaluate each indicator by referring to literature and analyzing. Finally, we fix on the proportion of each indicator in the indicator system, find the primary indicator.We can educe the keystone of each pEIA by comparing the indicators system of Plan.
