Study On The Construction And Evaluation Of Safety Culture System In China's Coal Enterprises

The coal enterprises in our country get a prominent position in the national economy. But inrecent years, so many serious accidents in the coal enterprises happened with high frequency, andleaded to serious personnel injured and economic loss. According to the data form StateAdministration of Coal Mine Safety, it shows that: form 2004 to 2006 there were total 16759persons died of the safe problem for the domestic coal enterprises. Safety become one of the mostimportant problems currently. It influences the existence and advanced development of coalenterprises. It is really urgent for keeping the safety within limits effectually. Analyzing why theaccidents in coal enterprises happened with so high frequency in the recent years, we can findthat the major reason is lacking of safety culture system even there are some factors like theperiod of economic development. So, constructing safety culture system is imperative in thissituation.This paper analyzes synthetically the resources including spirit, system, behavior andsubstance of the coal enterprises with the visual angle of the building of safety culture and focuson it, and then evaluates the system of safety culture scientifically for the coal enterprises, inorder to consummate the building of safety culture and prevent the serious accidents formhappening again. Finally, this paper gives an applied study on the construction of safety culturefor Pingdingshan Tian'an Coal Mining CO.Ltd 5th Coal based on a scientific research project.There are five chapters total in this paper. Brief summarizations for each chapter are asfollowed:The first part is preface. Firstly, it states the study origin and reaearch background. Then itmakes a conclusion that security has become the major strategic issue influencing the survivaland the long-term development of China's coal enterprises, based on the analysis of China's coalenterprise development status quo, development trend and the security situation. Secondly, itexplaines the purpose and significance of the study, which is from the building of enterpriseculture perspective, and focus on the building of safety culture, analyzes synthetically theresources including spirit, system, behavior and substance of the coal enterprises, builds up the safety culture system in China's coal enterprises and evaluates the system scientifically. In orderto improve corporate culture, prevent and contain serious accidents in China's coal enterprises.Finally, it points out the methods of study and the way of implementing.The second part is the review of the theory about corporate culture and safety culture. Themain contents are reviews of corporate culture corporate culture theory and safety culture theory.Firstly, it overviews the research status quo of domestic and foreign corporate culture, andprospects of the development trend of domestic and foreign corporate culture.And then it outlinesthe content and structure of corporate culture.Secondly, in the safety culture, it defines safetyculture and enterprise safety culture, overviews the research and application status quo of safetyculture, and then especially analyses the relationship in the areas of links and differences betweensafety culture and enterprise security managementThe third part is the construction of safety culture system in China's coal enterprises.Themain contents are Safety Management Status of China's coal enterprises, the existing problems insafety culture building process, inspirations of safety management in foreign coal enterprises andthe construction of safety culture system in China's coal enterprises, Firstly, it analyzes the safetymanagement current situation of our domestic coal enterprise, considers it existed some seriousproblems, such as high death rate, lack of supervisory, management lagged behind, investmentshortage, over production, the prevention vacancy, shortage of the talented people, traininginsufficient, the technology is backward and intermediary not completed.Secondary, it is pointedout that there are shortages in our domestic coal enterprise, like not pay enough attention to theleadership, the misunderstanding and the method need to be improved. And then has obtainedsome enlightenment after analyzed the safe management experience of some main coal countrieslike US, India, Australia, South Africa, Germany, and Japan. Finally, on the base of the analysisof the safety culture characteristic and the object, constructed our domestic complete safetyculture system from the security spirit culture, security system culture, security behavior cultureand security matter culture and so on. And pointed out the farther method of the safety culturecontraction.The fourth part is scientific evaluation safety culture system in China's coal enterprises. Itintroduces two methods for evaluation: Quantitative Scores Safety Check List and AHP-FuzzySynthetic Evaluation Model. Firstly, it introduces an easy method:Quantitative Scores SafetyCheck List. Grading by six indexs: organizational commitment, participation in administration,staff authorization, incentive system, reporting system and personality cultivation, and thenevaluates it according to the grading. Secondly, it introduces the AHP-Fuzzy SyntheticEvaluation Model. It constructs the synthetic evaluation hierarchical structure model of Coalmine safety culture.The model includes the total target level, the criterion level and the targetlevel, then introduced the material steps of the fuzzy (Fuzzy) synthesis judgment for coal minesafety culture.The fifth part is the practice of safety culture system construction in Pingdingshan Tian'anCoal Mining CO.Ltd 5th Coal. The main contents of this part are the introduction ofPingdingshan Coal Mining Group, the introduction of Pingdingshan Tian'an Coal Mining CO.Ltd 5th Coal, and the afety culture system construction in 5th Coal. In the aspect of afety culturesystem construction in 5th Coal, it firstly states the the purpose and significance of 5th Coal,provides the principles and requirements,and then states the basic concepts of afety culturesystem construction in 5th Coal. Finally, according to the third part of this paper, it constructs thesafety culture system in 5th Coal, which includes safety spiritual culture, safety institutionalculture, safety behavior culture, safety material culture and safety image culture. In the safetyspiritual culture level, it privides the basic goals and values of safety in the consruction of safetyculture system in 5th Coal. In the safety institutional culture level, it privides the institutionsystem in 5th Coal which includes production safety responsibility system, the quality Details ofthe security management system, accident prevention and management systems, safetytechnology management system, security education and training systems, safety supervision andinspection system, reward and punishment system for production safety, occupational health andsafety certification system. In the safety behavior culture level, it privides safety behavior systemin 5th Coal which includes safety code of Conduct,safety behavior criterion and safetyresponsibility. In the safety material culture level, it privides the material culture system in 5thCoal which includes products and factory appearance. Whereas, safety visual identificationsystem can urge the employees to work standardizedly by visual stimulation. This may achievesafety purposes. So, finally, it constructs the safety image culture system specially.
