Occupational health and safety is getting a shift of focus with economics and civilization development. Safety culture obtains much more interest because of its positive influence on safety performance. Safety climate survey is widely used in safety culture quantitive research while reflecting the atmosphere of safety culture and providing foundation for the future policy. However, a suitable measurement tool is absent in China, so in order to promote the construction of safety culture, a scientific and practical safety climate measurement tool is developed in this thesis.The main steps in this thesis are as follows: First, based on previous study, 19 familiar factors were acquired. Second, we investigated safety experts, master degree students etc. on how important of the 19 factors on safety culture. According to their answers, we acquired the factor structure. Third, based on mature scale, a preparatory scale was compiled under the help of 3 experts and 4 safety managers. Fourth, we investigated 125 employees by random sampling in a chemical company in Zhenjiang. Fifth, Factor analysis was carried out on received questionnaires using SPSS for Windows 14.0 software. Then we got that safety climate had 5 dimensions, such as management safety attitude, safety awareness, communication and so on. Sixth, Reliability and validity analysis were carried out. The results show that this scale has acceptable reliability, the Cronbach a coefficient of whole survey is 0.913, and the Cronbach a coefficients of each factor are 0.599~0.884. Additionally, this scale also has good content validity and construct validity, which improve it has a high practical value.Finally, based on the result of this investigation, we analyzed the safety climate status of the company. Then remedial suggestions were provided.
