Research On The Puzzle Of Safe Exploitation Administration Of Coal Mine In China And Countermeasures

With the entry of the 21st century, the macro economy of our country has been developing at full speed. At the same time the demand for energy, especially coal resources which takes 74% of the demand, increases sharply, duo to the fact that the growth of the principal sector of the economy has not totally got rid of the mode of extensive and raw development. The high demand for coal resources promotes not only its supply but also the price. Appealed by the great profit, many illegal coal enterprises without essential safety guarantee or not qualified for safe exploitation, exploit coal extensively beyond their capacity. Their exploitation results in frequent massive colliery accidents, which become an obstinate block of economic development of our nation. In this case, the government made great efforts to build and consummate law systems and supervisory organizations. However, problems have not been effectively solved and massive colliery accidents often happen. Safe exploitation supervision faces hard situation. This thesis carries on systematic analysis to the essential management reasons for the present colliery accidents from the viewpoints of Public Administration science, and correspondingly puts forward some suggestions. I hope that it may offer some theoretic viewpoints for turning back the severe situation of coal unsafe exploitation in our country so as to structure a harmonious society.
