Construction project EIA as the most important part of the environmentalimpact assessment,to the present, has formed a complete technical methods andperfect index system, and played a positive role in pollution prevention andenvironmental protection. However, in the region, industry, and planning at thestrategic level, the EIA showed its obvious limitations and shortcomings. With thecontinuous progress of human society, the contradiction between resourceenvironment and social development is also growing, which requires us to start fromthe root of environmental problems to solve environmental issues, the environmentalimpact assessment on policy and planning.Strategic Spatial Planning develops a harmonious society, the economicefficiency, ecological virtuous circle of Regional Planning in accordance withprinciple and methods of the sustainable development, ecology, it is an importantmeasure to achieve sustainable development and the construction of the"two-oriented"society. However, the implementation of the space of strategicplanning will produce a series of environmental impact. So it is necessary to conducta comprehensive, science of environmental impact appraisal, to reduce the adverseenvironmental impact.As an important part of the Strategic Environmental Assessment, planningenvironmental impact assessment is carried out in the domestic is more extensiveand more rapid, but the development is not balanced, which to some extent restrictedthe further development of planning EIA. Especially the space strategic planning, sofar, which was less successfully carried out in practice in the domestic, themethods of the theory is lacking.Therefore, it is necessary to further the explorationof space strategic planning EIA.The current space for strategic planning EIA theory is lacking. The subjectstarts from the domestic real case, taking Space Strategic Environmental Assessmentof Changsha Dahexi Leading District for example. Using the combination of theoryand practice exploration mode, expanding further study to establish a spatial strategyplanning environmental impact assessment indicators system and divide theevaluation space, and made some research findinds in the two aspects, plays aguiding role for the future development of strategic spatial planning environmentalimpact assessment.
