Based the request of science and technology programming from ministry ofcommunications, It is a important task to improve the ability of emergency response anddisposal for accident. Because of the frequent accident and weak technology in the west,"Research of emergency response technology for transport accident in waterway" is stronglysupported. Therefore, Research for Emergency Measures Decision-making Technology inRisky Chemical Leaking on Waterway is necessary.In this paper, based the atmos diffusion model and Visual Basic6.0, The analyzing riskyarea program in toxic gas leaking emergency measures was developed. Fuzzy mathematicswas used to assess the harm of the accident. The emergency measures for risky chemicalleaking was brought forward based on the technology for oil leaking on the sea. Theconclusion was as flows.(1)In the risky chemical leaking accident on waterway, integrated assessment model wasbuilt to assesst the harm so as to confirm harm rank, which supported the emergencydecision-making.(2)The risky chemical leaking accident on waterway is more serious and complex, andhard to dispose, it is invalid to adopt the oil leaking measure directly. In this paper, theemergency measures for risky chemical leaking was brought forward based on the technologyfor oil leaking on the sea.(3)In liquid chemical leaking accident on waterway, Sort the liquid chemical into fivekinds by the water-solubility, relative density, volatility and other physics characteristic, andadopt the relative emergency measure, which is more avalid.(4)In toxic gas leaking accident on waterway, Calculate the risky area and confirm thealert line, scout the gas cloud diffusion, which warn people and evacuate them.(5)The analyzing risky area program in toxic gas leaking emergency measures wasdeveloped based the atmos diffusion model and Visual Basic6.0, Several characteristic of thesystem are as follow.â‘ The result show the harm depth and width of risky area, which makeresult more frank.â‘¡Use the toxic burthen to determine every risky area, The trial and errormethod is used to cofirm the risky boundary, which is more accurate than traditionalmethod.â‘¢It is very important to confirm the risky area in emergency measure for the toxic gas leaking accident on waterway, the system could afford quick, easy and scientificdecision-making support to the emergency measure for risky chemical leaking on waterway.
