Strategic Environmental Impact Assessment For Eco-City Construction Of HuaiNan

With the in-depth study on the environment, People realized that the environmental issues came into being as soon as the policies constituted.It is essential to conduct an environmental impact assessment to the strategies such as the policies,and plannings if we want to solve the environmental problems from the source[0] of environmental issues.Fundamentally,that is the strategic environmental impact assessment(SEIA). Eco-city construction which is in accordance with the principles and ways of ecology is to a human settlements form[0] with social harmony,economic efficiency and virtuous cycle of ecological.It is the important initiatives to get sustainable development.In the process of eco-city building,a series of policies,plans,the implementation of the plan will inevit- ably have an impact on the environment.So,we can conduct the strategic environment- al impact assessment in the initial stage,and control environment problems from the source,which have important theoretical and practical significance.The paper uses the structure mode of general to branch,takes the comparative analysis the study of domestic and foreign SEIA on the theory and practice,conducts the SEIA for the eco-city construction of Huainan.Meanwhile, we conduct the SEIA for the adjustment of land use planning and the industrial structure adjustment, integrate the environmental considerations into decision making,and provide a basis to formulate scientific policies and development strategies.The article which explored the technology of the SEIA for the eco-city construction, riched the theory of SEIA, provided a new way of thinking and a scientific basis for the SEIA in china,has a certain theoretical and practical significance.The paper is composed of seven parts,three chapters primarily focus on the theory: in the first chapter,we have summarized and analyzed the progress on SEIA and eco-city construction research and practice in domestic and foreign and take that as the basis,discussed the necessity and feasibility of SEIA,and analyzed the facing challenges and problems on the SEIA for eco-city construction;The chapter 2 has analyzed the function of the theory of sustainable development,ecology theory, systems theory and the theory of circular economy in the SEIA ecological city construction,developed a technical framework for the SEIA of eco-city construction by learning the evaluation method of SEIA,constructed the SEIA optional indicator system of eco-city construction;The chapter 3 overall analyzed the basic building conditions,the ecological state of the environment,the main content and the exceptive target of the eco-city construction and planning in Huainan,discussed the constraint factors of eco-city construction in social economy,technology management and the ecological environment, all of these are the basic research for SEIA.The last three chapters are empirical research components.The chapter 4 has overall conducted the SEIA for the eco-city construction of Huainan.Because strategic action possibly cause environmental impact,we have taken the environmental impact identification from the eco-city SEIA optional indicator system,and selected indicators concentratedly of economic effect factor,social effect and environmental effect factor,used Curve expert 1.3 construct the Kuznets Curve (EKC) about the environm- ent in Huainan.We have got the city of Huainan still on the left of the environmental Kuznets curve inverted U-type,and the total discharge of pollutants will be gradually increasing[0] with the development of the economy.Then using factor analysis,we get the results showed industrial emissions,Industrial dust,industrial solid waste disposal in Huainan city are the main pollutants contribution factors.According to the final results,the environmental quality data in Huainan in several years and other relevant data in coal city,we have taken mid & long term environmental impact forecast with future population and GDP in Huainan finally.The results show that the future planning of Huainan city,the quality of the ecological environment also facing tremendous pressure,in order to provide the countermeasures of the environment quality construction and management.The Chapter 5 has identified the land use planning environmental impact.factors based on the land use planning analysis in Huainan,by virtue of the software Matlab 7.0 to take the Analytic Hierarchy Process (AHP) to the operator, then have got that the mining coal collapse area government rate,the size of the land of agriculture returns to the forest and the grassland,erosion rate and other indicators were the major factors of land use planning environmental impact in Huainan.The land use planning has produced a series of complex implications on ecological environment, atmosphe- ric environment,water and soil quality of the environment.Finally,we have provided the measures of mitigating the environmental impact and suggestions and the planning program.The chapter 6 is from the environmental perspective,the proportion of the second industry is too large,the tertiary industry doesn't stand out enough in the industry structure in Huainan;so we say that the status quo is not sound.we have constructed the resource consumption forecast model through the analysis of the industrial structure adjustment,and the results show an increase of the industrial structure adjustment of resources.The results show an increase of the resources and energy consumption by the adjustment of the industrial structure,further expanding the environmental pollution,in order that the future water shortage is more serious,air pollution,water pollution,solid waste pollution has further intensified;At the same time the aging of the population and urbanization rate adjustments also aggravate the unreasonable condition of the industry structure.Finally,we provided the evaluation findings and recommendations for the industry structure adjustment,thus provided reference observations for government's decision-making.The final chapter summed up in three aspects,"Carrying out SEIA for eco-city construction","Empirical study concluded about the SEIA for eco-city construction of Huainan","Constraints of the SEIA for eco-city construction",then provided the direction that we need to do efforts in about the SEIA for eco-city construction in the future.
