Research On Governmental Functions In Protecting The Atmospheric Environment Of Lanzhou City

China has already preliminarily established its socialist market economy system. To be exact, however, it is still undergoing a transition from planed economy to market economy. During this critical transition, public problems become more and more highlighted. Since the causes of those problems are relatively complicated, they are difficult to be settled down, which challenges the performance of governmental functions in a great extent. Air pollution, as one of the major public problems, can only be successfully eradiated by completely fulfilling the governmental functions in a proper way.Based on a careful investigation of current atmospheric situation of Lanzhou City and of performance of governmental functions, this essay tries to make a comprehensive and thorough research on governmental functions of protecting the atmospheric environment of Lanzhou city by adopting theories and research methods of both management science and economics. It starts with explaining several conceptions concerning air pollution, and then expounds the current situation, the causes as well as the consequential harm of air pollution in Lanzhou. After that it moves on to elaborate the view that to protect the atmospheric environment is one of the most important governmental functions that must be fulfilled. Afterwards it made a dialectical analysis of governmental functions in the course of protecting the atmospheric environment of Lanzhou City, pointing out that though the local government plays a positive role there are still some problems in terms of governmental functions. At the end, the essay gives the governmental functions of protecting the air scientific definitions, and puts forward some feasible methods which the government may urgently need in order to improve its performance.
