| In recent years, the marketization reform of public utilities is moving faster. But as an important part of public utility, the reform of wastewater treatment sector has made little progress. On one side, in most cities, the municipal wastewater treatment plants are operated by governmental agencies; on the side, even though some cities have some experiment on marketization of wastewater treatment plants, the results were not as good as expectation. It has seriously blocked the marketization reform of public utilities.This article describes and analyzes the maketization of Panjin Xinglongtai Wastewater Treatment Works and the functions and responsibilities of government in the process of marketization. Through analyzing the actual functions of Panjin Municipal Government in this case, the reasons causing functional problems and unclear responsibilities of local governments in the marketization of wastewater treatment plants are identified. It is raised that in the marketization, the functions of the government should be oriented on the base of market. The government needs to provide institutional and legal protection for the marketization. Meanwhile, a scientific sector regulation system must be established in order to ensure the success of the marketizaiton. The author hopes that this article would be useful for the government to guide the operation of the marketization of wastewater treatment works in our country. |
