Comprehensive Benefit Evaluation Of Pollution Prevention For Chaohu Basin

To provide the relevant suggestions, based on the comprehensive and objective analysis of ecological benefit, economic benefit and social benefit on the implementation of pollution prevention for basins project, firstly, this paper researches on and analyzes the basic theories of the measures of the pollution for basins, investigates the implementation of the pollution prevention for Chaohu basin project and has gained plenty of data. Furthermore, Frequency Analysis, Theoretical Analysis and Expert Consulting were adopted in determining indicator system of the comprehensive benefit of the basin's pollution prevention project. And then, the assessment method of Direct Market, Market Substitution, Efficiency Cost Analysis, Conditional Value and Equivalent Benefit were used to analyze and evaluate the comprehensive benefit of the pollution prevention of Chaohu basin, namely, the value in currency is RMB 22,797,210,000, among of which the ecological benefit is RMB 5,852,120,000, which is 25.67% of the total value, the economic benefit is RMB 16,852,000,000, which is 73.9% of the total value and the social benefit is 93,090,000, which weighs 0.41% of the total. On basis of the research on the subject, not only has the assessment theories and methodologies on basin pollution prevention improved and developed, but also it is of guiding significance in promoting sustainable development practice and the work of pollution prevention and control in basin areas.
