Analysis And Forewarning Study Of Safety System On Port Operation

With the rapid social and economic development of our country and the increasingly closer contact with world economy, ports play a more and more important role in social and economic development. However, including many types of work and excessive taches, the port operation is a combine task with too many work places, long route, separation and deep effect by natural environment. As a result, there exists much higher fatalness and insecurity in port operation than other ordinary trades.In recent years in particular, due to the rapid increase of import and export trade, the fast enlargement of port size, and the sharp rise of types and transportation of dangerous goods, port safety faces new challenges. Therefore, it is worthwhile to investigate how to ensure the steady increase of port transportation on one hand and to guarantee the safety of port operation under the existing port management model.Under the guidance of safety engineering management theory, combined enterprise forewarning management theory and the latest fruits of modern port operation theory, and based on sufficient investigation, this thesis analyzes the safety factors in the course of port enterprise operation. In this thesis, a new comprehensive fuzzy assessment method is put forward for port enterprise operation safety and a port operation safety forewarning management model is established as well. In addition, a study is also conducted on port operation accidents emergency rescue.The main contents of this thesis are as follows:1. Study on the status quo of port operation safety. This part mainly includes the study on features of port operation and on enterprises' and the government's duties to port operation safety, the study on the correlation between the safety management organizational model and safety organization of port enterprise and other departments, and the study on the existing problems of port operation safety.2. Study on the factors contributing to port accidents. This part first analyzes the common types of port accidents, contributing factors and accident premonitions. Based on the transformation mechanism of port accidents, the thesis in this part then researches into the mechanism how the contributing factors lead to accidents by correlating with each other.3. Design of port operation safety comprehensive assessment index system. Applying comprehensive fuzzy assessment theory, a set of port operation safety comprehensive assessment index system is devised. The use of this index system is also introduced in this part by assessing the operation safety of a port enterprise as an example.4. Construction of port operation safety forewarning management system. This part of research puts forward the constructing principles and model, analyzes the functions of forewarning system and researches into its working contents, operational model, structure of organization, workflow and output of forewarning signals.5. Design of port operation safety emergency rescue system. On the basis of the analytical study on the emergency rescue system's main contents, the grades of emergency rescue draft scheme and the composition of port enterprises' emergency draft scheme system, the basic rescuing procedures of port accidents are designed.
