Since reform and opening up, China's economic has developed rapidly, but it is the cost of a huge resource and environment, environmental issues have become increasingly prominent, SO2 pollution is particularly serious. Total SO2 control is the most effective way to governance and improves SO2 pollution. Its core was the total SO2 allocation. During the"the 12th Five-Year Programe"in China, SO2 total control index of distribution basically used "bottom" of mode except thermal power industry, this distribution way easy, but is not full consider environment capacity size, and social economic development level, and regional environment quality target and emissions potential, poor accessibility resulting in an emission reduction goal, reducing emissions promote conflict.This research based on total distribution method by analysied advantages and disadvantages and applicability comprehensively at home and abroad, under SO2 emissions status of the County of Chongqing, applized emissions performance (Generation Performance Standard, short GPS) method in thermal power industry, used Gini coefficient method in non-electric industry, and based on that Gini coefficient itself cannot provides amendment range of shortcomings, linear planning method combined with it, evaluated optimal solutions; last validation has distribution system of feasibility, made has SO2 total distribution of optimization programme. Major research conclusions in this article are as follows:①GPS method applied in thermal power enterprise,to considerate the thermal power plant different period (1, 2 period), and different unit scale (< 50,000 KW, and≥5 and < 200,000 KW, and≥200,000 KW) respectively set emissions performance Foundation value and target value, and set has capacity coefficient K, makes the thermal power plant distribution of SO2 quota better of meet reality, the distribution programme can be up sexual and operate sexual. By Calculatation, 2015 the total SO2 control objectives for the thermal power industry in Chongqing are 274,800 t, compared with 2010, SO2 reduction cuts only 3,900 tons after the addition of 10.42 million KW.②Environment Gini coefficient was applied to evaluate the fairness of non-electric SO2 during " the 12th Five-Year Programe "in Chongqing, calculated out the Gini coefficient based on population, and GDP, and land area respectively for 0.3793, 0.5158, 0.4467, who reduces to 0.3413, 0.4896, and 0.4192 by planning solution optimization, not only the Gini coefficient has declined, but also three original of 1.3418 reduces for 1.1502, and formation has cut the County of optimal proportion, optimized non-electric control objectives for SO2 for 396600 t;③Application distribution system adopted for this study in the distribution of total SO2 in Chongqing 2009-2010, determine distribution system possible, be used in"the 12th Five-Year Programe"in the distribution of total SO2, be 2015 SO2 control target 671,400 t in Chongqing, met in"the 12th Five-Year Programe"target 707,700 t of total quantity control, and set aside the SO2 target 36,300 t, eventually each district SO2 control objectives.
