Study On The Environmental Management Pattern Based On Zhouyi

At present, China has been at a special stage when concentrated environmental accidents and obvious contradiction coexist. Various environmental problems that had emerged in developed countries over a century have appeared in China in a short time. Severe environmental condition and many researches have stated clearly that the environmental management model being used in China is too old to adapt to new problems in this new era. This phenomenon guides us to search for the fundamental reason, which is that management cannot be isolated from people and culture. While Chinese government is leading people of profound traditional Chinese culture and unique characteristics, it will not work out well if it uses an environmental management model that come from western countries, we have to use a set of environmental management model based on traditional culture, especially the Zhouyi, to solve internal environmental problems.But to build that kind of model is not easy, for there is not any ready-made model existed. At this circumstance, to study on the environmental management model based on Zhouyi is very necessary, thus three levels of research was done in this paper, namely: (1) the linking spot of environmental management idea and the thoughtway of Zhouyi; (2) the method of establishing a environmental management model based on Zhouyi, and the method of establishing an environmental management model evaluation system; (3) the discussion of the application and prospect of introducing this new model into real work, Beijing was took as an example. The conclusions were as followed: (1) the guiding ideology of environmental management idea and Zhouyi's idea of harmony, change, people-based and entirety is similar, so it is possible to combine them as a whole concept; (2) Zhouyi's Yin and Yang theory is applicable for establishing environmental management policy, so is the Five Elements theory applicable for establishing environmental management method and the Eight Diagrams theory applicable for establishing environmental management measures; (3) thus, a environmental management model based on Zhouyi was established, which had three levels: purpose level, policy level and measure level; (4) an evaluation system of environmental management was established, which had 38 indicators and 4 grades; (5) the environmental management model of Beijing City was evaluated, the score was 4 points and the grade was"pass". The result showed that environmental management institution of Beijing should pay more attention to following management factors: organization, supervision and efficiency.
