The Development And Practice Of Environmental Management Research

After thirty years' development, China has established her Environmental Management System, which includes Environmental Management Organization System, Environmental Legal System and Environmental Management Policy System. The systems have alleviated the tendency of environmental pollution, but the whole environmental situation is still severe. There are a number of phenomena of freely putting the laws and regulations into practice. So it's important to reform the Environmental Legal System and Administration Structure and enhance the theoretical and applied level of Environmental Management so that they could adjust to the need of sustainable development.This paper analyzes elementary theories and elementary methods of environmental management, based on our country's concept, signification and character of environmental management. Further more, this paper analyzes environmental management actuality. Compare our country with foreign country's organization, strategy, system and mechanism of environmental management, this paper indicates our country environmental management's problems and proposes strategy of development. Combined our country's Huai-river drainage area management, this paper proposes strategy of our country's environmental management and reference of government. In this paper:(1) The system recommends concept, signification and character of environmental management, analyzes elementary theories and elementary methods of environmental management, finally strengthening environmental management is considered as important methods of solving environmental problem.(2) Compared national actuality with international actuality of environmental management, deficiency and trend of our country's environmental management is proposed.(3) Some environmental management regulations are studied and discussed. They are Public Participation, Integrated Decision, Cooperative Supervision, Total Quantity Charge, Pollutant Discharged Exchange and Investment Security.(4) This paper analyzes problems in Environmental Management mechanism, legal system and methods, proposes the mode of new environmental management organization.
