Regional environmental impact assessment (REIA) is a perspective of sustainable development in a certain region; it considered the impact of the future socio-economic activities on environment within the region, formulated and chosen the best action plan or scheme which can maintain regional benign circle and the sustainable development of economic; at the same time, it can provide evidence for decision-making for regional development planning and management. As the implement of the sustainable development strategy and various development activities entered a stage of unified development in China, the necessity and urgency of REIA are more and more outstanding; however, the theory system of REIA in China still need further improve, so it is more essential and urgency to develop the theory research and practical activities of REIA. This thesis analyses ideas and principles and of index system of REIA according to research condition in China and abroad. In this paper, a series of practically and operational and quantitative REIA comprehensive evaluation mode is put forward, including three rules such as economical development, social advancement, environmental status and eight factors and twenty-three indexes. According to AHP, we can obtain importance weight the individual index to the total target. Case study of Hefei Economic and Technical Development Zone has been carried out in this thesis, which has got a mark of 0.515 in composite indexes. It is ranked of level III, which belongs to middling level. Many problems of continuable development in Hefei Economic and Technical Development Zone have been analyzed. Suggestions of continuable development evaluation have been brought forward for REIA.
