Oil Spill Risk Analysis And Countermeasures Research For Dalian NewHarbor 300, 000 Dwt Crude Oil Terminal

Based on the oil spill risk analysis of the Dalian NewHarbor 300,000 dwt crude oil terminal, this thesis brought preventive measures to reduce the pollution damage, and defined the working links and content which should be strengthened in the security management and pollution emergency management about Dalian NewHarbor in the future . The thesis elaborated on the natural environment, socio-economic status, transportation of goods of the Dalian NewHarbor, the behavior and the end-result of the oil spills in the marine environment, the characteristic and harm of oil spills pollution. The thesis made a blank of the historical accidents and made a statistical prediction about the oil spill accident by calculating the probability of oil spills. It also did a pollution risk analysis from the environment and human factors and other aspects. Pollution prevention measures and countermeasures about the Dalian NewHarbor 300,000 dwt crude oil terminal were proposed from the terminal security, oil spill contingency plans, decontamination equipment and team building.This thesis will play an important role in increasing the capacity of dealing with the Dalian Port pollution and improving the Dalian Marine Pollution Contingency Plan, in the meantime, this can be used for reference to the same type of the oil terminals and can be applied to the maritime administration department.The background, purpose and significance of this research were introduced in the first part of this thesis. The second part was about the details of the Dalian NewHarbor 300,000 dwt crude oil terminal, including the overall programming of the Dalian Port, the basic situation of the NewHarbor, the natural environment, socio-economic status and the cargo transporting situation of the 300,000 dwt crude oil terminal. The third part of the thesis analyzed the oil pollution of the Dalian port seriously, including the sources of the oil pollution of the terminal, the factors influencing the oil pollution, the behavior of the oil spills in the ocean, the harm of the oil pollution, the present situation of the oil pollution of the NewHarbor. In The fourth chapter, the progress of the domestic and foreign oil spill risk assessment was briefly introduced, analyzed the probability of ship occurred oil spill incident by using the model, and analysis the risks of the oil spill pollution by forecasting of the oil spilling track. In the fifth part, in allusion to the risks referred above, it brought forward the improvement measures in the point of view of the security of the terminals, and some constructive views were putted forward to improve the NewHarbor oil spill emergency response system and the degree of the oil spill emergency functions. In the last part of the thesis, the whole paper was summarized, and the development direction of the next step of the research were discussed and forecasted.
