Research On The Environmental Planning And Pollution Prevention Countermeasure Of Changchun Corm Industrial Development Zone

On the base of analyzing the present situation environmental quality, this paper studied and constituted the project of the regional environmental planning of Changchun Corm Industrial Development Zone. Guided by the rationale of environmental science and the theory on Regional Environmental Planning, the author makes comprehensive and systematic research on the alternatives of air, water, noise and solid waste pollution prevention, and ecological planning by referring to concerned research finding home and abroad and investigating lots of baseline data. The method of regional total pollutants quantity control is adopted on the research. The research aims to mitigate or even eliminate the environmental issues arising from high-intensity development by developing the environmental planning alternative of Corm Industrial Development Zone. Still, the author hopes to provide reference on comprehensive pollution prevention and ecological construction of Corm Industrial Development Zone by means of the research. It is proposed that the strategy of Sustainable Development should be implemented and presently acute atmospheric pollution should be paid enough attention. The author also suggests that a sewage treatment plant should be constructed in 2010. According to the rapid development of Changchun Corm Industrial Development Zone, this project gave some suggestions on the pollution prevention and care of the atmosphere, water, noise and solid waste, and the ecological building, which was an environmental planning of coordinate development of economy and environment. The dissertation is organized into 4 parts as the follows:Part 1: Identifying the main environmental issues related to water, air and noise environment by investigating and analyzing existing physical condition (geographical positions, topography and landform, hydrogeological, whether) and environmental quality (ambient air quality, surfacee water quality, noise environment quality).Part 2: According to the quality of economy development goal, resources character, environmental regionalization and environmental function of this region, this paper constituted the suitable regional environmental planning goal value (total goal value, goal value of the each environmental element). Briefly reviewing Environmental Planning target of various planning periods and establishing the target of air and water pollutants total quantity control by studying the environmental capacity, and then putting forward optimal alternative respectively on the basis of the research of various alternatives concerning air, water, noise and solid waste environmental planning and their cost-benefit analysis.Part 3: By investigating and evaluating Corm Industrial Development Zone ecological elements, existing land use and ecological capability, suggestions on ecological construction and management are brought forward. And the regional environmental capacity (air environmental capacity, surface water capacity) and the allowable discharge amounts of the main pollutants were estimated and analyzed.Part 4: Putting forward the solutions and measures of Corm Industrial Development Zone Environmental Planning from the following aspects: comprehensive pollution prevention and control, cleaner product technology, the sustainable use of resource and energy, economic and technological policy.
