Research On The Cooperative Governance Of Water Pollution Of Local Trans-boundary Rivers

The local cross regional water pollution is the phenomenon of water pollution in local water area after it has occurred,and it pollutes the adjacent waters in the region.The coordinated treatment of cross regional water pollution refers to the phenomenon of cross regional water pollution,and the water pollution control method of multi-agent joint governance is carried out.Through the use of collaborative mechanism and treatment mode,the mutual cooperation can form a benign interaction.At the moment of building a well-off society in an all-round way and having completed the key cause of poverty alleviation,it is particularly important to further strengthen the construction of ecological civilization in the current situation where the people pursue a better life.Therefore,it is of great significance to do a good job in the local cross regional water pollution control.Through the investigation of the treatment of Kui River in Xuzhou and Suzhou,Anhui Province,the paper further confirms that the collaborative treatment of water pollution of the local cross regional rivers has achieved many positive results:effectively improving the water quality of the Kuihe;initially constructing the basic collaborative framework for the cross regional river water environment cooperation;initially introducing the citizens,enterprises and other multiple elements The mechanism of the subject joint participation.But there are also some problems:unreasonable setting of river basin management leading institutions;poor communication among governance subjects;lack of effective institutional constraints and guarantees;insufficient fund guarantee;and lack of enthusiasm of other subjects in collaborative governance.The countermeasures to further optimize the coordinated management of local cross regional river water pollution are: regulate the relationships of the local governments;improving the system construction among the governments,enterprises and social organizations;building the platform of cooperative governance for communication and consultation;strengthening incentive and guidance of cooperative governance;perfect the assessment systems of cooperative governance.
