The evaluation of eco-environmental sensitivity is studied through analyzing anti-interference abilities of various regions from eco-environmental system point of view. It is an important content to the analysis and evaluation of eco-system and is the basis of an ecological zoning. By evaluating the actual regional eco-environmental sensitivity, this dissertation shows a reality of great significance to the ecological function regionalization, as well as to the development of urban planning and environmental protection planning. The emergence probability of eco-environmental issues often depends on the strength, distribution, and combined impact of a number of environmental factors. In this study, systemic project ideas, in accordance with AHP will be applied to construct a target-criterion-index system. Meanwhile, the study is carried out by forming a standardized index system mainly with soil erosion, habitat, geological hazard factors, and a technique framework with statistics, GIS&RS technology. The integration of remote sensing and geographic information systems is a developmental tendency since the 1990s. RS-GIS-GPS (3-S technology) is the frontier area of much scientific research including the environmental science. In this paper, we study the core ecological issue, sensitivity evaluation, from factors such as soil, vegetation, climate, topography, biological diversity, and mineral to analyze the response of regional ecosystems to human activities in a targeted manner. By using of RS, which provides quick update and various forms of data from macro to micro, we extracted from the study area for land use, vegetation cover and other information through TM image processing. With the support of GIS, which is a powerful use of spatial analysis and data management function, various types of necessary data, is integrated into geographic information database corresponding to its format. Information superiority of RS data and spatial analysis superiority of GIS combined with each other, useful environmental information system (EIS) is established.Using analysis technology and AHP, considering the weighted superposition of sensitivity factors, and then based on classification criteria, we classified Jincheng for the five levels according to the eco-environmental sensitivity comprehensive index value, and they are extremely sensitive areas, highly sensitive areas, moderately sensitive areas, mild sensitive areas and insensitive areas. Furthermore, on the basis of in-depth analysis of regional ecological problems and formation factors, proposal has been put forward to improve the eco-environmental sensitivity problems, and valuable references to the ecological protection and industrial layout of this region are finally provided.
