With the acceleration of urbanization, our society pays more attention to the issue of city sustainable development. The measurement and realization of sustainable development of cities are both the focuses and difficulties in the sustainable development research. The article tried to integrate the research on city ecological carrying capacity and the research on eco-city construction, and presented that stainable ecological carrying capacity should be the base of city sustainable development and eco-city can be the direction for city sustainable development. The article took Fuzhou city an example to measure the city's ecological system and sustainable development situation, making ecological carrying capacity the supporting theory for sustainable development, and put forward suggestions on eco-city construction based on the analysis, discussing the application of the theory of ecological carrying capacity in the construction of eco-city.Among methods of calculation of ecological carrying capacity, ecological footprint method appraised the ecological carrying capacity quantitatively by calculating the total bioproductive area needed to sustain a defined society's activities and studied the regional sustainable situation from the view of using of natural resource and the consumption of energy. Because of its integration and its applicability in many cases, the method was adopted internationally. The article introduced the basic concept and calculation method of the ecological footprint, using ecological footprint model calculated and analyzed the ecological footprint of Fuzhou, and made comparisons from different points of view. Eco-city was put forward as an ideal pattern of city sustainable development and became the pursuing goal of human beings, the research and practice on eco-city was one of the hotspot in the world. The article also discussed the connotation, characteristics, the model pattern and experience of Eco-city. On the base of investigations, data collection and analysis of the city ecological carrying capacity, the article summarized the advantages and restrictions to build an eco-city, and proposed a series of sustainable development suggestions from the point of economy, society, and nature.
