Tingjiang river basin is one of the richest areas of water resource in Fujian province. With the development of economy, the water environment problems become more and more conspicuous in river basin, and become a significant restriction element of areas economy sustainable development. Based upon the analysis of supply and demand balance and the river's exploitation and utilization in Tingjiang river, it expounds pollution condition of surface water, estimates main pollutants and explicates the influence of the water environment factors in river. Using the time sequence model of water resources, the annual dynamic changes of water resources was simulated, it is 5 years cycle that the river's dynamic changes are and there will maybe a short of water period from 2006 to 2010. The quantitative evaluation of the water resource carrying capacity by using the technique for order preference by similarity to ideal solution based on fuzzy set, analyses the regional distribution law of water resource carrying capacity, Finally, to calculat the security degree depending on the comprehensive index of security exponential by the processing method of GIS spatial grid, the calculated result indicate: The security of water environment in Tingjiang river basin is in the second grade (alarm grade), and the part of area is in the third or forth grade. The area of water environment in the first grade (safe grade) is 1296km~2(12.8%), the third grade (moderate polluted grade) is 39km~2(0.4%), the area percentage of water environment in the polluted grade in Tingjiang river basin is 24%, however, in the safe grade is only 13%, the tendency of water environment of Tingjiang river has became a polluted water environment.
