Along with the global economic integration process speeding up, especially port cargo throughput has made a great leap forward in recent years."Port economy" has become an important pillar of the regional economic development, and port as an important part of transport systems and international trade will embrace bright prospects for development. However, with port planning, development and construction, the deterioration of the ecological environment of the port, the ports and urban land conflicts in the development process, the port and the surrounding urban traffic congestion and other problems is concerning the world’s governments and the community. In China, large-scale port construction seriously destroyed our eco-environmental quality and required a proved city land planning. Consequently, the launch of the study on port environmental carrying capacity is of great significance to the improving of port environmental quality and the maintainability of the port’s sustainable economic development.Based on previous studies and the actual situation of the port, this paper defined the port environmental carrying capacity and introduced the general evaluation method of port environmental carrying capacity. The third chapter introduced the latest theories and research methods at home and abroad, described the main principles to select the port environmental carrying capacity evaluation, analyzed the major impact factors of port environmental carrying capacity, and established the evaluation index system of port environmental carrying capacity. The fourth chapter constructed entropy-weight and fuzzy matter-element analysis model to evaluate port environmental carrying capacity. Finally, this paper made an example of Qingdao Port to verify the foregoing description of the theory.This paper introduced the entropy-weight and fuzzy matter-element analysis method to the evaluation of port environmental carrying capacity. Qingdao port was taken as an example to verify the theory. The results showed that the model owned good stability, and achieved satisfactory results. The fuzzy matter-element method is practical for comprehensive evaluation of port environmental carrying capacity.
