Water environment carrying capacity is an important part of resources carrying capacity in a country or region. Is is often the restrict "bottleneck" of the human social development. At the same time, it is the important factors of human social and economic development speed and scale. So it is of great scientific significance and practical value to study the development of water environmental carrying capacity theory system and practical method. It coordinate the relationship of regional social economic development and water environment sustainable carrying. The present study mostly focus on fuzzy matter element model. However, the model often causes information loss in application. Aiming at the disadvantages, The research established extension matter element model of regional water environment carrying capacity. It can provide certain reference for the development of theory and method system of water environmental carrying capacity.First of all, this paper clarified the foundation, bearing mechanism, influencing factors and the relationship with water resources carrying capacity of regional water environment carrying capacity application of water environmental carrying capacity theory. The matter element theory is applied to the research of regional water environment carrying capacity. Present research process the problem of information loss and lead to fuzzy results. This study presents the extension matter element model, the model is based on a combination of matter-element theory and extension. The model is applied to the area of Muping.The main results are as follows:(1) Established a system of index system for regional water environment carrying capacity, Key indicators include density of population, the natural population growth rate, per capita GDP, amount of water resources, water consumption, industrial wastewater discharge compliance rate And so on.(2) It is Feasible to use extension matter element model of regional water environment carrying capacity to the multivariable, And with higher accuracy.(3) The relevance of regional water environment carrying capacity with its grading standard show that the bearing capacity of water environment status. If the relevance of water environmental carrying capacity and the standard I is the largest, that water environment bearing capacity of the strongest, the coordination degree of water environment and social development is the highest; If the relevance of water environmental carrying capacity and the standard IV is the largest, that water environment bearing capacity of the weakest, the coordination degree of water environment and social development is the Minimum.(4) The water environment carrying capacity in the area of Muping is on a downward trend. The relevance of water environment carrying capacity with the standard I in Muping from2005to2009belong to the [-1,0], and with the standard II level are respectively0.4,0.5,0.02,0.01,0.02, with the standard III level are respectively0.02,0.69,1.13,1.22,1.18. It shows than the region water environment carrying capacity is strong and water environment and social development in a coordinated in the state in2005,but; But the water environmental carrying capacity of remaining four years is weaker.(5) Suggestions for improve the water environment carrying capacity are put forward from water conservation, water conservation, water pollution control, strengthen protection of water environment.
