The Research On The Development Of The Guizhou Province's Caohai Nature Reserve And Its Surrounding Communities In The Perspective Of The Scientific Outlook On Development

Because many nature reserves in China's practice of construction failed to accomplish overall consideration, contradictions between of nature reserve construction and its surrounding communities' development had occurred, which greatly discouraged the activity of nature reserve builders, while it was difficult for local surrounding communities residents to get rid of poverty. The Third Plenary Session of the 16th Central Committee of the Communist Party of China (CPC) had put forward a"putting people first, comprehensive, balanced and sustainable development"as the Scientific Outlook on Development, and the 17th National Congress of the Communist Party of China clearly reiterated the Scientific Outlook on Development,"the Scientific Outlook on Development takes development as its essence, putting people first as its core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach."In this case, the Scientific Outlook on Development provided important theoretical guidance for tackling problems between protection of natural and development of surrounding communities. It is necessary for us to study the issue of development of the Caohai Nature Reserve and its surrounding communities taking the Scientific Outlook on Development as the theoretical basis, as well as it is in combining the theory of the Scientific Outlook on Development and practice of the building of nature reserves. We use the Scientific Outlook on Development as Marxism in China's latest achievements to guide the building of the nature reserves in China. This paper is an attempt.This paper described the basic theory of the Scientific Outlook on Development and nature reserve, on the basis of this, it analysed of the Caohai Nature Reserve and its surrounding communities' development, and further explored the connection between the Caohai Nature Reserve and its surrounding communities, and then focused on the tactics of the Caohai Nature Reserve to achieve harmonious development with its surrounding communities. Finally, this paper presented an imagination that the Caohai Nature Reserve was built into a national model.This paper suggested, in the building of the Caohai Nature Reserve, that only earnestly implementing the Scientific Outlook on Development, adhering to putting people first, respecting for nature, treating natural by kind-hearted manner, coordinating the conflicts between human and land, so that exerting the nature reserves' ecological value, economic value, scientific value, social value and so on, reasonably and fully, and while promoting the social, economic, cultural, educational and other aspects of development in its surrounding communities, and realizing the harmonious development of the Caohai Nature Reserve and its surrounding communities, is this a sustainable path that promotes Nature Reserve balanced development with the surrounding community.
