The Evaluation Of Sustainable Development Capacity In Baishan City

Changbai Mountain eco-economic zone is an important ecological and economic region in Jilin Province, which is a part of "11th Five-Year Plan". Baishan City is the most representative and the closest to the core of the region. Therefore, the evaluation of Sustainable Development in baishan has a capacity of reference to assess the Sustainable Development in Changbai Mountain eco-economic zone.Based on the reality of Baishan City, the paper selects two methods what are the ecological footprint and the fuzzy comprehensive evaluation, respectively, to dynamicly analyse the regional sustainable development capacity of Baishan City from 2001 to 2006. Then the paper compares the two results in order to give us the final findings and put forward Countermeasures.From this paper we could find that a selection and a reasonable selection of two methods for evaluation of the regional capacity for sustainable development are very important. The method of Ecological Footprint has eco-biased nature. According to characteristics of the development of Baishan City, the paper calculated the ecological footprint about their production, and it is found that the numbers about forest land and fossil fuels land have outstanding value. It is a good example to tell us that the forestry and mining industry are two major ecological reality in baishan. The method of Fuzzy comprehensive evaluation makes up for the ill-considered insufficient of the ecological footprint about economic and social conditions. The paper selects 20 indicators in the natural environment, economic and social aspects to make a comprehensive evaluation, and combines with the ecological status quo to get the conclusion that Baishan City's sustainable development has a General capacity. Baishan City has a very good basis for achieving sustainable development, but there are still some practical issues to be resolved. So Baishan people need to make greater efforts.Against the reality of their own characteristics, and based on its advantages in resources, baishan city should develop the economy and adjust to the specific development for the mining industry. Strengthening the protection of the ecological environment, adjusting the industrial structure and improving resource utilization are a series of measures to help Baishan City's sustainable development.The idea and method in the paper is a good experience to assess the development capacity of eco-economic zone.
