As the third generation industrial park in China, Eco-industrial parks is a kind of new generation of the park for the characteristics of great environmental quality following the economic and technological development zones, high-tech development zones. Its environmental impact assessment and environmental planning can provide a scientific basis and direction for the next park step scale and distribution for economic and environmental construction which has important practical significance. The environmental impact assessment and environmental planning for Eco-industrial parks should be based on the construction of the ecosystem and ecological networks of the park,maximize resource utilization, make the pollutant emissions of whole park to a minimum to achieve regional cleaner production.Based on systematically combing the theory and the development process of Eco-industrial parks, this paper studied the structure and function of the current Eco-industrial parks and chose iron and steel industrial park as an example to analyze its environmental problems. On this basis, the environmental impact assessment methods and environmental planning methods for iron and steel Eco-industrial parks construction were studied.The environmental impact assessment for Eco-industrial parks, this paper proposed a new method for energy savings assessment based on the emergy.This method could convert waste water, waste gas and waste solid which have different dimension into carbon dioxide emissions reduction by solar energy value to evaluate the total energy savings. Then chose a northern iron and steel group as a case to evaluate the environmental and economic benefits of ecological transformation in 2012.The environment planning for Eco-industrial parks, this paper used multi-objective programming method which selects the largest industrial output and energy savings as the objective function and the environmental capacity and environmental investments as constraints to establish a multi-target programming model of Eco-industrial parks. Then using the principle of genetic algorithm to solve the model. And still in case of the northern iron and steel group, to optimized the allocation of its high value-added steel and low value-added steel products.
