Research On The Problem Of Information Asymmetries In Marine Environment Management

With the development of the practice , the management of the marine environment has a lot of problems with its constant change. The emergence of these problems is related with the information asymmetries in the management of the marine environment. Currently, the management of the marine environment is developing in the direction of diversification——more management subjects and more management means. Only administrators with sufficient information can play their parts and then truly take part in the marine environment management. Information asymmetry makes the cost of obtaining information increased and affects the effectiveness and authority of policies. Moreover, for lack of information, the public will be ignorant of the management of marine environment and lose the right of supervising. Therefore, obtaining the information is indispensable for the management of marine environment. So, the research on the information asymmetries in the marine environment management has theoretical and practical significance.Taking "information asymmetry" as the breakthrough point, this paper defines the concepts related with information asymmetries in marine environment management, analyzes the characteristics of certain related subjects, illustrates the information asymmetries among different management subjects——general and local government, the government's various departments related with marine environment management, governments and enterprises, governments and the public,enterprises and the public, and then analyzes the general reasons and special reasons that lead to information asymmetry in accordance with the"general to special"method. At last, by learning from the useful experience on controlling environment information asymmetry of the developed countries and combining China's specific conditions, the paper concludes that the following improvement should be done to control marine environment information asymmetries: improve the marine environment information disclosure system by advancing the legal system, establishing the marine environment information system on the basis of network and database and strengthening the supervision in information disclosure; coordinate the relationship among different management subjects——all levels of governments and government departments, governments and enterprises, governments and the public——to establish the partnership of mutually benefit and cooperation.The research methods of the paper are: (1) Comparative analysis: on the basis of environment information opening practice in foreign developed counties, the paper selects some key points to compare and studies the positive ideas and patterns so as to provide valuable data to overcome the problems of our country; (2) canonical parse: the paper analyzes rationally the information asymmetries in marine environment management and explains the problems using the theories of public management; (3) Interdisciplinary research methods: The paper adopts the related theories of the science of public management, environmental management and marine management, although the paper is from the perspective of information asymmetry. With interdisciplinary complementary advantages, the paper integrates relevant theories and tries to make a little contribution to theory innovation.
