The city governments in China feel their ability not equal to their ambition while facing the challenges in municipal environmental management appearing in recent years. In order to handle the environmental problems, city governments should establish effective partnerships with market or social organizations. The government public relations (GPR) ought to be attached importance to reform city management structure, including communication with the stakeholders in environmental affairs, efforts to obtain their recognitions and supports, and positive interactions between governments and public.On the basis of analyzing the two famous examples, the paper put forward that the absence of government public relations, which means the poor communication and information exchange between the government and public, is closely related to the two events. Good government public relations would play down the cost of environmental management and raise the satisfaction of the public.Now, there are several kinds of GPR practices in China. But most of them are lack of clear objective. The obstacle to develop GPR in China are listed in the paper, involving retardation of civil society and the absence of non-government organizations or interest groups, short of middle class and income gap between the society and public inhospitality caused by public affairs traditions in the past years.The author suggests that we should take advantage of the whole course of public policy to introduce GPR into the environmental managements. The negative PR factors, which disturb the promotion of the policy, conclude lack of communication among the municipal departments, poor respond to public attention and monotony while dealing with the news media.
