Study On The Ecological Environment Governance Mechanism Of Villages And Towns In Water Source Protection Area

Ecological environment governance is an important means of ecological civilization construction.Since 1984 the publication of "Water Pollution Control Law of the People’s Republic of China",special protection of important water bodies in the form of delineated water source protection zones was proposed.In 2011,the "National Plan for Main Function Areas" designated important water sources as provincial-level prohibited development zones.In 2017,the "Guidelines for Delineating Ecological Protection Red Lines" took water conservation as an important assessment of ecological functionality,which has great significance to the governance of the ecological environment of water conservation areas in the process of ecological civilization construction.The governance of ecological environment is essentially the coordination of the relationship between man and land,which is the core of the study of human geography.Therefore,from the perspective of human geography,it is necessary to study the mechanism of ecological environment management in water source protection areas.The thesis takes villages and towns as the regional system unit,based on the realization of village and town water source protection areas ecological environment good governance,and cuts in from the perspective of stakeholders.The thesis combines literature research methods,geographic survey methods,problem analysis methods,Mitchell score method,Delphi forecast method and other methods,studying the relationship between man and land in the ecological environment governance mechanism of the village and town water source protection areas,and studying the logical relationships among the village and town water source protection areas’ ecological environment issues,governance dilemmas,and governance mechanisms,by analyzing the interests of various stakeholders and behavioral choices’ impact on the village and town water source protection areas ecological environment,probes into the structural defects and operational deficiencies of the governance mechanism,and puts forward the innovative and optimized strategies for the ecological environment governance mechanism in villages and towns water source protection areas.The conclusions of the study are as follows:(1)The ecological and environmental pollution sources of water source protection area are divided into 3 categories and 11 sub-categories.The main governance dilemmas in the study area are ecological and environmental problems in the study areaare related with pesticides,fertilizers,domestic sewage,and domestic waste,the cause is related to the behavior of people in villages and towns.(2)There are 5 categories and 10 sub-categories of ecological environmental governance subjects in rural water source protection areas.The main governance dilemma in the research area is participation in supervision,capital cost,laws and regulations,and relationship interaction,which leads to ecological and environmental problems.(3)The main stakeholders of ecological environment in rural water source protection areas are the same as the governance subjects.The human-land relationship of the ecological environment governance mechanism in the rural water source protection area is the governance dilemma caused by the imbalance between interests and behaviors of stakeholders,which leads to ecological environment problems.(4)There is a logical relationship among the ecological and environmental problems,governance dilemmas,and governance mechanisms of the village and town water source protection areas: the governance dilemma is as a problem representation,the cause of the governance dilemma is the defect and missing of the governance mechanism,the consequences are ecological problems.(5)Aiming at the shortcomings and deficiencies of the governance mechanism,the thesis from the aspects of governance structure and inter-subject relationship,proposed total 5 optimized strategy,including: perfecting laws and regulations,cultivating market capital,improving monitoring and detection technology,optimizing the governance subject relationship network and clearing responsibilities of governance.
