The Study On Public Participation In The Local Environment Protection Under The New Environmental Law

Environmental issue has turned to be a social problem affecting the survival,development and their life quality of human beings,due to the global ecologic deterioration.As it grows notable,the public also cares more about environment protection,and their desire to participate in environmental protection is becoming stronger.Under the background of more unimpeded environmental participation path that the public has gotten from the new environmental law,the whole country is exploring effective ways of public participation in environmental protection positively.Since 2007,Zhejiang Jiaxing had been actively constructing a variety of platforms led by the Government,constantly improving the system of cooperative cohabitation between public supervision and government executive power,and a wealth of experience had been accumulated in the public participation in environmental protection,appearing an issue about stopping approving oil processing project of company A in 2015,showing that the local public had been facing many difficulties and plights in promoting publicparticipation in environmental protection.This paper will apply Participatory Governance Theory,taking Zhejiang Jiaxing for example,through the issue of non-approved oil processing project of company A in Jiaxing,elaborating the current situation of our public participation in environmental protection,discussing the current existing difficulties of local public participation in environmental protection,putting forwarding to build a cooperative cohabitation of Environmental Conservation,and making some relevant suggestions.
