Focusing on characteristics of water pollution emergency response and the important function of Geographic Information System (GIS) in disaster precaution and reduction, this paper develops a GIS-based decision support system for water pollution emergency response.Firstly, this paper presents a method of quick auto-generating body-fitted coordinate mesh, which is used in tide-field calculating for drainage area of Yangtze River. By calculating the side value of Poisson Equation, this paper also uses the electronic map of specific drainage as background and adopts the transform of body-fitted coordinates to quickly generate meshes in which spacing can be adjusted on the platform of GIS. This kind of mesh generating method offers fast, convenient and intuitional conditions for tide-field calculation. This paper commences on the application model and the realization method of the system to dissertate.Secondly, in order to resolve the disjointed phenomena of GIS and modeling, this paper uses C# as main language which embeds with data-base interface language to realize the integration of system application models and GIS, uses DDL to realize the integration of model, data and man-machine conversation and also uses redeveloping of MapObjects to realize the GIS display of map, emergency resource, sensitive region, and prediction model of pollutant drifting spread. It can provide theoretic basis for pollution emergency response by vividly showing geography phenomena and realizing the integration of images and their circumstance.Basing on analysis and research on the system function and system structure of decision support system of water pollution emergency response, this paper finally develops software about GIS-based decision support system of water pollution emergency response on ARC/GIS of ESRI. The software is proved by an example of simulative water pollution event that it can offer an auxiliary support for the pollution emergency headquarters to make a correct control and cleanup decision in pollution emergency response.
