Daqing Refinery and Chemical Company applies the open-circulating water system. As the running time lasted, there are so many problems occurred in the circulating water system, such as serious fouling, rusting on the heat-exchanger pipe and the low-concentration condition, etc. With the fast development of the company, we must improve the running and managing level of the water system. But these problems suggested that the old way we used to work does not match to the development. We think there are two main factors that restrict the system's running after studying the problems: one is the fouling and rusting on the pipe of the heat-exchanger, the other is the pollution of the oil which enters into the water system. This paper tries to find out a valid way to promote the current situation by two experiments which are on-line cleaning of the heat-exchanger and removing the oil with rinsing-agents. The experiments has been proved efficient and can solve the bottle-neck,further more, the results suggested that this way can save lots of water. Based on this step, we made a full-scale optimization of the system, including the control of pH with acid; basic control; applying the TS-219 agent, etc. All these methods worked together and showed good effect to the system. In order to confirm the effect, we made a comprehensive examination to the heat-exchanger while the equipment stopped for overhaul .The results of examination proved that the methods we took was right and proper. The optimization work we did has made great positive influences to the system, such as prolonging the running period; reducing the rusting; saving much more water, etc.
