| The conflict becomes more and more standing out among our social, economic development and resource environment. The region coordinated development is one of the most significant topics in"11th Five-Year Plan", Which purposes to form the reasonable spatial development pattern, and promotes the region economy coordinated development through the spatial plan and the construction.[0] To catch this goal, the establishment of ecological compensatory is the inevitable option for the government to advance a sustainable development among economy, society and resource, environment and balance the regional economy.Based on a macro prospective of ecosystem protection, the dissertation demonstrates a new type of environmental policy to achieve the goal of ecological compensation, which combines both administration orders of government and free market mechanism. This dissertation focuses a deep discussion on the basic principles and main framework of ecological market construction, the key factors for trading market, the equilibrium of market and the efficiency of this new policy. Then it provides some useful policy advice on establishing the framework of Chinese ecological compensatory.The main conclusions of the dissertation are as follows: (1) The society value of ecosystem consists of both production value and ecological value. It was always underestimated due to the difficulty to account the ecological resources by number accurately. By the way of eco-compensation, the real value of ecosystem can be right estimated, and an Eco-fairness can be reached.(2) A new type of mix-environmental economic Policy is usually proved to be more efficient, which consists of both government orders and free market elements. This kind of policy includes a construction of ecological market, in which the government should play a role as supervisor to make sure a normal run of the market.(3) The main steps of market construction include the selection of ecological right, the framework of market trading, the mechanism of price decision, and the built of market supervision. There are four key factors for a successful market construction. The first one is the element chose for ecological right, the second one is a quantitative analysis for ecological products, the third one is a probable choice of tax-object, and the last one is a role for the government.(4) Until now there is not a general acknowledged eco-compensation system in our country, with the lack of correlative laws and administration orders in practice. Besides, the fund for eco-compensation is mostly from a direct transfer payment of the central government, which results in a disparity between the market price standard and the price of government payment standard.(5) A constant improvement of ecological legislation and an efficient practice will greatly promote the construction of ecological market. In which a clear definition for property rights should be the most important subject to solve, which is also a basic precondition for market trading. Besides, the government should take more efficient tries on political innovation to search for a general eco-compensation system. In addition, good reformations of the officials'performance examination system, a more efficient supervise system, and better methods for the quantitative analysis of ecological system will surely promote the innovation of environmental economic policy.The main innovations of dissertation: (1) Instead of treating a single pollutant as the research object, this dissertation is based on a macro prospective of ecosystem protection, and tries to find an environmental economic policy to reach the goal.(2) A new conception for ecological right is brought out to help control a gross pollution standard. And this dissertation gives a discussion for the choice of elements in the ecological right.(3) A positive attempting to construct a mix-environmental economic policy with both administration orders and free market mechanism.
