Study On The Ecological Construction Compensation Mechanism In The Western Region Of Our Country

Being an important resource storage area, a sensitive area of water and soil loss sensitive, the origin place of sandstorm, headwater region of rivers and shelter zone of ecological environment, the quality of the ecological environment in western region not only affects the development in the west and the safe ecology in middle and eastern region, but also has deep influences on the sustainable development of the country's economy.At present, the ecological environment in the west is characterized by being weak in general, partly improved and deteriorating in whole. The situation in the western regions is as follows: shortage of water in the north-west regions, lack of soil in the south-west regions, low temperature in Qinghai-Tibet plateau, sharp diminishing of biodiversity and the increasing natural disaster and so on. To establish and optimize the ecological compensation mechanism in the west region are important means of solving these problems.Externality theory, public goods theory and theory of labor value all show us that the ecological environment and resource in the western regions on the one hand owns value and positive externality while on the other hand has the "non-rival" and "non-excludable" of public goods. Therefore government's intervention to build up the compensation mechanism is very necessary.We will be faced with many problems in the course of building the ecological compensation mechanism in the west, such as ecological poverty caused by underdeveloped economy, the overpopulation in vulnerable eco-regions, the backward ideology and way of life ,incomplete law and regulations, especially the problem of shortage of ecological compensation funds. How to solve these problems is our main direction and research ideas in building the ecological compensation mechanism in the western region.The current principle part of the ecological compensation is country-driven the unitary compensation mode which will be toward the state enterprises ,farmers, environmental, non-governmental organizations to multi-compensation mode. Multi-compensation mode will signify the western region's ecological compensation being perfect and mature .However, in this process, we must reinforce the establishment and perfection of ecological financial mechanism, the property of ecological resources, price mechanism, tax system as well as the green GDP system in the western region. It is also required that during the process. we should pay much attention to the adjustment of industrial structure and depopulation in the vulnerable eco-regions and other related work.
