Study On Management Legislation Of Waste From Electrical And Electronic Equipment In China

China is one of the supreme country producing and consuming house-hold electric appliances in the world and confronts with the more serious pressure of disposing the electronic wastes. Electronic wastes have some characteristics,such as amounts growth quick,contaminative, difficult to callbacked and great value when they were callbacked.If we take wrong measures to callback them,they will pollute the environment and waste the resources.To adapt to sustainable development,to construct a harmonious society,to enhance the international status,and to cope with the trade barrier,we should make the legislation about electronic wastes.The developed country has accumulated relatively more experience on the pollution prevention and utilization of electronic wastes with the more complete relevant laws and regulations system established.Through systemic analyzing the deficiency in callback and recycle of electronics wastes,and taking the experience of establishing policy system of our country for reference,the paper carried out the countermeasure systems to reinforce electronic wastes management from the view of system.The core of this paper is the construct of the management legislation of electronic wastes in China.The polluter-pay principle has some matters in disposing the wastes electrical and electronic equipment.Compare with it,the beneficiary-pay principle is more equitable and just than the polluter-pay principle.Through the compare with developed country,we would get the conclusion that electronic wastes profession of China must along with the industry turns road.The callback and recycle industry of electronlc wastes are depends on the construct of perfect callback system,compete mechanism,qussi-go into system,technically raise of callback and the participate of public.The other reason of electronlc wastes pollution of China is the huge amounts of electronlc wastes get ioto our country from foreign countries.The solve of this problem depends on the legislation for environment crime and strengthen the measures to fight the smuggle of electronlc wastes.
