Economic development stimulates people’s consumption demand changingand developing constantly and electrical and electronic products is thekind of products which is affected by this obviously. The development ofscience and technology makes the electronic products’ life becomingshorter and the frequency of replacement becoming quicker. The amount ofelectronic waste in China shows a rising trend and becomes more and moreobviously in recent years and this problem causes a lot of attention ofpeople. Electronic waste is both dangerous and resources, if they can behandled properly, it not only improves the environment situation but alsocan reduce the situation of resources shortage in China. It also canpromote the sustainable development of the economy and resources’recycling use in some degree.Electronic waste problem has caused public concern all over the world.Developed countries legislation about electronic waste is earlier thanother countries because they have influenced by the electronic waste manyyears ago. Developed countries have established a relatively perfectsystem of laws and regulations and walked up a suitable treatment roadof their national conditionsafter decades of exploration and innovation.During the process, they have made a lot of legislation and set up a numberof important legal systems, such as extended producer responsibilitysystem, the consumer payment system and so on. There is a lot of experienceis worth referencing in the legislation about electronic waste managementin developed countries. In recent years, China’s many governmentdepartments have formulated a series of regulations and policy documentsand has made great progress in the legislation of electronic wastes management after several years of efforts. But there are also problemswhich are should be paid attention, such as legislative work repetitionand responsibility is not clear and so on. The implementation of the "wasteelectrical and electronic product recycling management regulations" canbe said to be an important step in China’s electronic waste management.The "Regulations" establishes extended producer responsibility systemand processing licensing system. These extend the content of electronicwaste management in our country at the present stage. But we should alsosee the defects which need to be improved in the future in the"Regulations".It can provide useful suggestions for the improvement of China’selectronic waste management through learning the experience of foreignin electronic waste management legislation and combination the status oflegislation of our country at the present stage. The perfect laws andregulations system is the important guarantee. It is an important partto clear the responsibility of producers, sellers and consumers. At thesame time, it also need to learn the successful experience of developedcountries, such as establishing perfect recycling system and accordingto the situation of every country as the fundamental starting point. Thelegislation on electronic waste management is a long and difficult roadand it the perfect process will encounter various problems in the process,so it needs the efforts of the whole society.
