At present,the loss of environmental pollution caused by development of industry economy is enlarged gradually in Hebei province.It is necessary to calculate the loss of industry pollution and account green GDP for reflecting accurately the environment cost of growth of industry economy.The paper measures the loss of industry pollution by using the method of empirical analysis,quantitative analysis and qualitative analysis.This paper elaborates necessity of accounting of Green GDP,method of accounting to quantity of object and quantity of value,and elaborates detailed the calculation process of quantity of value of loss of industry pollution in Hebei province by using the method of government cost.This paper obtains a series of indexes on Green GDP of Hebei province from 2003 to 2006,analysis the calculation result,and gets the conclusion:development of industry economy in Hebei province has paid huge price of environment cost,and it is needed to make some measurements to lower the environment cost.Therefore,this paper puts forward the countermeasure proposals to promote sustainable development of industry of Hebei:promoting the sustainable development of industry using the ideas of circulation economy;accelerating the development of industry of resources regeneration:Establishing industrial structure of energy conservation depending technological innovation;enhancing the consciousness and ability of public to participate environmental protection.The Innovation spot of this paper:calculating the actual government costs and hypothesized government costs of loss of industry pollution,and a series of indexes of Green GDP adjusted by the loss of industry pollution.
