Since the global manufacturing industry emits 43% of global CO2 emissions, the environmental impacts of this sector have become an increasingly important topic of public debate. The Kyoto Protocol came into effect on February 16. 2005. and the international official discussion on the post-Kyoto regimes began in 2005. The iron and steel industry is the largest energy consuming industry in the world as well as one of the most important sources of CO2 emissions and other pollutants. Therefore, it is a target to establish and evaluate comprehensive evaluation index system of influence factors of CO2 emission in iron and steel industry suitable to our national condition. This paper is composed of the below contents:Firstly, the paper evaluated the factors that influence the carbon dioxide emission in iron and steel industry objectively. A comprehensive evaluation index system of influence factors of CO2 emission in iron and steel industry was established, including process energy consumption, fuel constitution, technological characteristics, and resource efficiency, based upon the study of the production process, the generation mechanism of CO2 and the influencing factors of CO2 emission in iron and steel industry. The index system is scientific. reasonable and implemented, which includes 24 indexes.Secondly, the layered 2rev relational analysis model to determine the weight of the influencing factors purposed in this article effectively avoided the subjectivity of quantitative evaluation in the method of analytical hierarchy process (AHP). The result of the comprehensive evaluation of influence factors of CO2 emission in iron and steel industry in china shows that fuel constitution is the mainest fator of CO2 emission, followed by process energy consumption, technological characteristics and resource efficiency. In addition, the consumption of coal contributes most to the CO2 emission in fuel constitution.Finally, the reduction of CO2 emission in iron and steel industry can be implemented by energy-saving and environmental protection, the utilization technology and application foreground vista of carbon dioxide and the Clean Development Mechanism and it can provide evidence for overall development strategy purpose and countermeasures of energy-saving and environmental protection in iron and steel industry. In a word, taking the iron and steel industry as research background, the identification is carried out by process energy consumption, fuel constitution, technological characteristics, and resource efficiency and the comprehensive evaluation index system of influence factors of CO2 emission in iron and steel industry was established. Then the index system is evaluated by the layered grey relational analysis. And evaluation result on China can supply beneficial references for decisionmakers to make and adjust energy sustainable development strategic goal and countermeasures.
