Study On Chongqing Municipal Sewage Sludge Management System

As the improving of municipal sewage sludge treatment establishment construct, production of municipal sewage sludge had a great increase. So, municipal sewage sludge treatment and disposal has been one of most important environment problem currently. Chongqing municipal sewage sludge also has a gradual increase,but faultiness technique and low management course environment pollution. Therefore it is exigently to build more consummate sludge treatment and disposal management system to keep city sewage plant sludge treatment sustainable development.Now municipal sewage sludge treatment mainly include thickening, dehydration, desiccation, digestion, compost,and so on. Municipal sewage sludge disposal mainly include sanitation fills, incineration, land utilization, materialization utilization, and so on. According to municipal sewage sludge actuality in domestic and outside, municipal sewage sludge actuality and problem was emphasized to study, and attribute hierachical model was used to build Chongqing municipal sewage sludge treatment and disposal technique route evaluation system by three administrative levels(object,rule type,type)and effect study from technique, economy and environment,and last according to Chongqing municipal sewage sludge treatment and disposal technique actuality and sludge treatment and disposal usable, municipal sewage sludge treatment and disposal technique route for urban area, Three Groges Reservorir Region and Three Groges Reservorir Region-affected area in ChongqingAccording to advanced management experience in municipal sewage sludge actuality in domestic and outside, and taking Chongqing municipal sewage sludge problems (function insufficient exertion, function across, low work efficiency, lack of mechanism between in different organization, and so on ) into account ,institutional economics was used to decompose management into three parts: organization, policy, laws and regulations of Chongqing municipal sewage sludge management system (this paper focused on organization and policy), and performance evaluation method was used to evaluate organization performance in existence, Chongqing municipal sewage sludge treatment and disposal management organization and function was designed by combining organization function in existence and organization function from technology, economy, supervision, reward and punishment ,media.
