Due to the less powerful management and less effective contro1 overhazardous wastes in China at present, most of the hazardous wastes have not beentreated and disposed in an environmentally safe way. As a result, the pollutioncaused by hazardous wastes has become more and more severe. To invert this trend,it is urgent to study a regional plan fOr hazardous waste treatment and disposal.Applying the knowledge of environmental science, economics andsystematical engineering to Wuxi case, this thesis studied the way, on the presenttechnical and economic conditions, to formulate an optimum regional plan forhazardous waste treatment and disposal.In this thesis, the composition and characteristics of hazardous wastes in Wuxicity are investigated and analyzed. The armual output of hazardous wastes in Wuxiamounts to 288.9 thousand tons, of which l75.4 thousand tons (60%) is dischargedinto the environment, while the recycled, the stockpiled and the disposed being77.3(27%), 33.7(l2%) and l.6 (l%) thousand tons respectively. The hazardouswastes generated in Wuxi can be divided into l2 clusters consisting of 56 types, ofwhich there are 26 pairs with incompatibiIity between.Based on the analysis of the hazardous waste's characteristics and thegeographical conditions of Wuxi, and on the comparisonjcontract of the technique ofhazardous waste treatment and disposal, incineration and safe landfill are selected aspreferable techniques fOr Wuxi. As for the construction of the incineration and safelandfill facilities, there are three alternatives, i.e. the decentralized, the centralized orthe relatively centraIized one.After technical selection, the total investments, annual operating costs andtransportation costs of the three altematives are estimated respectively, and PCmethod is used to evaluate the three alternatives economically. And the evaluatingresult shows that the centralized incineration and safe landfill alternative is muchbetter than the decentralized or the relatively centralized one.Finally, the three alternatives are systematically analyzed with AnalyticalHierarchy Process in accordance with the coordinating development principle ofsociety, environment and economy. The result indicates that the centralizedincineration and safe landfill altemative, which is superior to the other ones, can beadopted as an optimum plan for Wuxi's hazardous waste treatment and disposal.
