Through power development in Western China, conflict has always been the focus of the sustained ability of energy, environment to support economic growth and social progress as well as the environmental protection problems in economic growth. In the western region is rich of coal resources, with great potential for development; but the ecological environment is relatively fragile, particularly in the southwestern region has been suffered high incidence of acid rain and sulfur dioxide pollution, especially coal-fired power plant pollution emissions committing on the largest share.This article mainly study the damage of coal-fired power plant to the environment, the article referred to as coal-fired electric power generation, focus on a sub-system power-Environmental System in energy-the economy-the environment ( Energy-Economy-Environment) system as How to deal with the relationship between energy and environment is an important issue deciding sustainable development in power industry. In order to the rational use and allocate energy resources, government regulations is needed to protect coordination development between the coal-power and environmental. As a result, currently, the western power and environment coordination regulatory is the hot issues in power regulatory.The main research purpose of the papers is to explore the power regulation from theory and practice; how to design incentives regulatory mechanisms, in the new coordination supervision model of energy and the environment. Specifically, under the new supervision model, how to coordinate supervision goals, to meet the huge energy demand for economic growth while reducing the emission in the generation of electrical energy in the west. This paper research the regulatory coordination from the regulation.The research idea of this paper is: First of all, the development of energy and environmental was analyzed and evaluated on the western. In this paper, the mainly use of the Rains-Asia to analyze the model of SO2 emission coal-fired power plant in the western, finding conflicts between energy development and environmental capacity on the western, using multi-objective planning to comprehensive evaluation about "11th Five-Year Plan" of Chongqing, the establishing the optimization model of sustainable development of electrical energy and the environment, pointing out the necessity of building co-ordination supervision about energy and environment in the coal-fired power plant. Secondly, paper focuses on the theory of co-ordination, analyzes and summaries domestic and international regulation theory, proposing the goal models of energy and the environment coordinating supervision. According goal models, an emission reduction incentive mechanism to achieve the coordinated development of power - environment was built. Then, the process of the emission reduction incentive mechanism was analyzed and checked by matlab, as well as the limited rational behavior analysis of the coal-fired power plant. Finally, one of the stability in the process of the reducing emissions incentive mechanism was analyzed with combination of the characteristics of the electricity market. Research shows that: in the western region, contradiction between the coordinated development of power - environmental systems.
