Safety is a basic symbol of modern civilization. Economic development should be human-oriented and put lives the foremost. However, the current situation for coal mine safety in China strongly offends against the principle. The incidence rate of coal mine accidents in China is extremely high. In 2006, the death rate reached 2.041 per million tons of coal mines in China, which was 4 times of that in India, South Africa and Poland and 50 times of that in the US and Australia. So, study on the coal mine safety management is both challenging and significant since it is helpful to ease the current accidents high frequency and contribute to the improvement of safety level.With the development of production practices, decision-making is drawing more and more attentions in safety management. Coal mine production is in a complex and changeful system which involves environmental conditions as well as social factors. So, individual decisions sometimes can not bring satisfactory outcomes. To improve the validity and objectivity of decision-making in the filed of coal mine safety, the group decision-making method is feasible and necessary since it can collect more intelligence to choose and judge together.This thesis focuses on coal mine safety management and aim to improve the level of decision-making in coal mine safety. The theories of group decision-making, accident-causing and crisis management herein are used to study ? the contents and characters of coal mine safety system and to research the decision-making issue involved in coal mine safety management. The current situation of coal mine safety and coal mine accidents in China are synthetically analyzed. The influencing factors which contribute to or cause coal mine accidents are concluded accordingly and an index system of these factors is advanced. Then an influencing factors model is established to describe the happening of coal mine disasters. The decision makers, the process and the arithmetic of decision-making in coal mine safety management are studied too. Thereby a group decision making method for coal mine safety management is presented, which detects hidden dangers and troubles in coal mine production by opportunity-identification and problem-diagnosis firstly, then collect information widely and present potential schemes using brains storm method, and evaluate these schemes based on AHP and clustering analysis. Further more, the implemental process and effect of selected scheme should be controlled and evaluated. Then, a case study is presented to demonstrate the process of the method, which indicates its validity and satisfaction for decision-making in coal mine safety management. Finally, the measures are advanced, which guarantee the using of the method presented herein.
