VE(Value Engineering) aims at implementing the best comprehensive benefit reliably by the lowest life cycle cost. It's a very effective modern management technology. Based analysis of VE, combined with characteristics of safety and previous research results, the article mainly researches on SVE(Safety Value Engineering) and its function in safe decision of coalmine. Safety input and safety management are important factors of coal-mining. At present, the situation of coal mine safety in China is not optimistic. Accident occurs frequently, all of this is the results of poor safety management and funds shortage. VE as a way combined with management and economic benefit, is a power tool for solving above problem.This article is divided into two major parts. In the theoretical part, expatiate how to make a safety decision based on SVE. In chapter three, introduce the concept of safety value chain, and analysis the chain's structure,content and function, indicate that safety value can be a basis for measuring coal mine's safety management and making safety decision. Analysis of the existing safety decision-making method, introduce the risk-cost method as a new safety decision making way. In applied part, for example of gas pump station optimization,coal mine ventilation system optimization,zhangji coal mine hidden danger optimization, describe how to use SVE to optimize safety technology, solve hidden danger and optimize bidding safety facility, compared with fuzzy evaluation method that widely used. At last, give prospect on direction of SVE research.The results shows that analyzing the safety value chain of coal mine can integrate the elements in enterprise such as person, machine, environment, cipital, technology, management and so on, and find out the weak links and the unreasonable links, finally, reduce the unnecessary safety cost and inprove the safety benefit by taking the corresponding measures. Safety value can be used as the basis of enterprise's safety management level measuring and safety decision-making. Therefore, the enterprise can improve it is safety management level and safe fund operation level by using SVE. Using SVE to safety equipment optimal selecting can guide the equipment purchase of enterprise. It can find out the best plan by using SVE to safety technical measures optimal selecting, and provide the basis for safety decision-making. Besides that, using SVE to rank the potential safety hazards of enterprise can provide the basis for enterprise to make the safety input annual plan. Compared with the fuzzy evaluation method, SVE has wider range application in safety decision-making, and it is result of implementation is more scientific and reasonable.
