The Coal Mining Area Organism's Habits Environmental Management Pattern Studies

This paper studies the frame environment of industrial system in the mine areas based on the brand-new concept of"ecological industry". It proposes to establish a co-existent and win-win ecological industrial system in the mine areas by stretching the processing chain of different output products in coal mine areas to allow the optimum configuration and utilization of different resources in the mine area so as to realize reduction, recycle and reuse of mine area pollution while realizing the economic growth of the mine areas, to build up the core industry and competitiveness of the mine areas and to finally realize harmonious development of economy and environment in the mine areas.This paper takes the utilization of main and by-products resources and its relation with the ecological environment as the object of research. In the analysis of the factors affecting the ecological environment in the mine areas, the paper gives a description of the present conditions of the environment in the mine areas; thereafter, with the scientific outlook on development and the theory of ecological industry as guideline, starting from the study of the industrial chain in the mine areas, in line with the theory of coexistence of industry and ecology, taking the reduction of the emission of wastes and the comprehensive utilization and processing for added value of by-products (emissions) as a break-through point and using the research method of value chain analysis, this paper carries out an analytical research and empirical research on the economic benefit and ecological benefit at different links in the ecological industrial chain and works out a frame of planning for a ecological mine areas that takes"green mining"technology as foundation, the deep-processing of coal as mainline and the reduction, recycle and reuse of wastes as sideline, proposes the basic concept and method for promoting the sustainable development of the mine area economy through realizing the transition of pollutant control from end control to in-process control and draws out a relatively scientific industrial chain for the construction of the ecological environment in coal mine areas.Through a research of the concept of ecological industry and the law of the value chain of by-products, this paper draws to the conclusion that ecological mine area construction is an important approach for the optimization of the environment in mine areas and for the realization of the harmonious relations between economy and environment, human being and the Nature, enterprise and society. We will realize a harmonious development of economy and environment so long as we take the scientific outlook on development as guideline, apply the theory of ecological industry into production practice and rationally allocate the resources. This bears important guiding significance for our construction of a harmonious society that is resource-saving and environment-friendly.
