The Study Of Urban-rural Pollution Transfer In The Perspective Of Equalization Of The Fundamental Public Services

Because of the transfer of city garbage, industrial pollution sources and other invisible pollutions from urban to rural areas, the environment in rural areas became worse and worse. However, the Government continues to increase the input of pollution governance to the urban, and ignores the environmental problems in rural areas. The trend of exacerbating environment in rural areas made a serious impact on the construction of a new socialist countryside. Based on this background, this paper made a study on Urban-rural pollution transfer.Firstly, In order to find out the problems existing in the process of governance the Urban-rural pollution transfer, this paper attempted to analyze all the aspects of governance the Urban-rural pollution transfer, especially made an in-depth analysis on input and output of the fundamental public service which provided by the government when governance the Urban-rural pollution transfer.Secondly, According to the new public service theory, environmental equity theory and environmental compensation theory, this paper created an assessment system on equalization of Urban-rural pollution governance in the perspective of equalization of the fundamental public services, in order to provide the government a scientific basis when making the policy. Based on the evaluation system set before, this paper selected some key indicators and made an empirical study of Taizhou City. In this research, this paper found out the weak links in the process of Urban-rural pollution governance in Taizhou City, and proposed the reference solutions of Urban-rural pollution governance for the government of Taizhou City.Finally, this paper made a summary of the experiences of Urban-rural pollution governance in developed countries, and proposed the policy recommendations for Urban-rural pollution governance in China in the perspective of equalization of fundamental public services.
