Study On Evironmental Carrying Capacity Assessment Of Huainan City Based On Geographical Information System

The environmental carrying capacity (ECC) refers to be the threshold which environmental system is able to endure activities of human society and economy in the definite period and area and at the definite environmental state. It's the outside exhibition of structure and function of environmental system in nature, showing the harmonious degree between human activities and structure and function of environmental system. We can realize structural character of environmental system through the research of ECC in a certain region, and judge whether harmony between human activities and environment or not, and bring forward the overall stratagems of harmonious and sustainable and steady development of society, economy and environment.This article takes Huainan city as the object of research. Visual Basic6.0 and MapObjects2.3 are used to develop ECC evaluating informational system which has friendly interface and facility. The system has built the link between the spatial data and attribute data, and can manage, query and statistic, export and other function. This article has analyzed the social- economic- environment system status in Huainan city, and constructed the indexes system of ECC, and confirmed the ideal threshold of each index. The weight of each index has been gained through developed weight calculating model based on AHP. The relative surplus ratio of each index of 2004 year and 2010 year has been calculated by evaluating model and gained which adopt the actual index value of 2004 year and the forecast index value of 2010 year. The relative surplus ratio of Huainan city ECC is -0.69S3 in 2004 year, which shows that the ECC is overload, overloading 69.83%. The ECC will have yet been overload based on forecasting in 2010 year, when the relative surplus ratio will be -0.2134. At last, this article brings forward some measures to enhance ECC, which includes preventing and controling environmental pollution, protecting entironment, advancing science and technology progress and adjusting industril structure, developing circulare economy, reinforcing construction of environmental rule of law, enhancing people's consciousness of protecting environment.
