With the rapid economic growth, environmental pollution and resourcesshortage are increasingly problematic in China. How to coordinate economicdevelopment, resource utilization and environment protection has become a hottopic both in the government and academic circles. Under this background, it is ofgreat importance to research the resources and environmental carryingcapacity(RECC). Firstly, this paper states the connotation, characteristics andtheories of RECC, which establish the theoretical basis for analysising the wholepaper. Secondly, this paper establishes the evaluation index system, involving twobig systems that the economic development ability and RECC, as well as introducesthe improved Topsis method. Thirdly, this paper takes Huaihe River Basin in Anhuifor example, and evaluates the RECC of this region. Finally, according to the aboveanalysis, this paper gives several policies and recommendations to improve theRECC of the Huaihe River Basin in Anhui.The results show:(1) from the space level, this paper finds that the city whichwith higher economic development, it’s RECC is lower. The main factors that affectthe level of RECC are the abundant of water, the growth of population, the intensityof electrical energy consumption, the emission intensity of industrial waste water,the disposal of industrial waste gas.(2) From the time level, this paper finds thatthe main factors are the abundant of water, the population size, the availability ofland, the intensity of energy consumption, the emission intensity of industrial wastewater, the disposal of industrial waste gas and the comprehensive utilization ofindustrial solid waste.(3)This paper finds that the alternant year which between thetwo “five year plan” causes sharp fall of RECC.
