The construction of water conservancy projects are actively promoted in China,the environmental impact assessment of water conservancy project has also been widely applied and extended.Because of the large spatial space and wide influence scope characteristics,and the gradient,elastic,long-term specialties about environmental system,researchers and managers gradually realized the limitations of hydraulic engineering environmental impact assessment.On the one hand,the potential environmental impact analysis about the accumulation of quantitative work is not comprehensive,on the other hand,the water conservancy project complexity of interconnected in the social economy,ecological environment and natural resources,making the establishment of the index system is still imperfect,and the comprehensive evaluation methods have not been established.Reference the domestic and overseas research results about environmental bearing capacity and environmental impact assessment of water conservancy project.Starting from the environmental bearing capacity evaluation ideas,this study has carried on the recognition of the hydraulic engineering environmental impact from natural resources carry gravity,ecological environment and social environment bearing capacity there perspectives,respectively.And select 11 indexes,furthermore,set up based on the environmental capacity of water conservancy project environmental impact evaluation index system,complement the influence of important wetlands,improvement rate of soil and water loss two indexes,perfect the function of hydraulic engineering environmental impact assessment.And using the improved method of analytic hierarchy process combined with the environmental loading rate evaluation method,to determine the index weight and calculate the comprehensive environmental carrying rate,the individual evaluation indicators which can not be able to compared directly,are based on the comprehensive evaluation index system,in order to realize the quantitative comprehensive evaluation,finally make judgments the extent of sustainable development in the region.
