With the rapid development of industrialisation course and the expansion of the city sacle, the major hazards installations in our country is growing fast. A lot of new technology ,new material, new equipment are used widely,but our safety management is still low-level and not knowing the number of the MHI,which result in casualties taking place. So we need analyzing and contrling the MHI and increasing the capability of emergency rescue.By taking the emergency rescue as researchful object, according to the nature actuality of hazards in bengbu,and depending on the actual theory and technique, we research the discrimination of MHI and the key technology of emergency rescue system of urban work safety. Combining with the situation of bengbu city, we investigate the distribution number of MHI in bengbu city. We use GIS(Geographical Information system)software to establish the database of MHI and Urban Mayor Hazard Installations Control System. It can discriminate dangerous chemical , poisonous matter ,MHI automaticly. On the base of previous research, we establishe mathematic model about MHI individually ,offer calculation method,and forecast accidents .We simulate the explosion acents of a gas storing pot in XinAo gas company.Fourth,the study for key technology of emergency rescue system,choosing the best location, calculating the optimized path and settling the model of optimized material transportation scheme were fulfilled in this paper. Finally, we establish the city Emergency Rescue System,study the general framework,the orgnization, and its response procedures, then illuminated the composing process of the emergency rescue plan.It takes harm identification as the foundation platform and GIS as the development tool to study the key technology of emergency rescue technique. Its production can sustain the accident rescue,mak the loss of accidents smallest, enhance the management ability of city work safety. All of above can make our city more harmonious, steady, healthy,and continuable.
